Gustavo Guzman the new Bolivian ambassador who has been assigned to the United States is traveling to the U. S.  on August 15^th. A few days before setting out for Washington, Guzman is presenting President Evo Morales' strategy to establish a "historic relationship" with the North American power.

 The journalist's fortune (Guzman is a journalist) proposed by President Morales will be negotiated in the Foreign Relations Committee of the Senate. Guzman has revealed that on Tuesday, August 15^th, he will travel to the U.S. capitol to take charge of the Bolivian embassy there.

During an interview with La Prensa, Guzman emphasized that "the United States has finally realized that only President Evo Morales can resolve the coca and narco-trafficking problem."

Three themes appear to be priority for Guzman' in the United States: the extradition process of ex-president Gonzalo Sánchez de Lozada, the renewal of trade preferences based on the eradication of coca leaves (ATPDEA), and the eradication of coca plants.

"We are going to make sure that Sánchez de Lozada is brought to justice," guaranteed Guzman, still emphasizing that establishing justice is his priority, just as the families of the victims of October 2003 at Public Defenders Office had asked him.

Regarding ATPDEA, he emphasized that vice-president Álvaro García Linera, on his recent visit to the U.Sl opened the door for a long-term solution regarding traded goods with the U.S. government and U.S. congress members alike.

With respect to coca, Gustavo Guzman recognized that "it is and will be for a long time a critical theme and a historic preoccupation of the United States." However, he emphasized that "coca has stopped being the priority and the preoccupation has now turned to democracy." He affirmed that "the presence of a leading coca farmer in power that has, himself lived the through the consequences of forced coca eradication and repression is an opportunity for the United States. I don't think there is another person out there that knows this problem better, and the immediate results are already being seen.
